"Human Rights Watch has long defended the right of refugees and exiles to return to their homes. We have upheld this right both when international borders were settled - Guatemala, El Salvador, Honduras, Malawi, Burma, Mauritania - and when they were in dispute - Bosnia, Croatia, Kosovo, East Timor, Ethiopia/Eritrea. Human Rights Watch similarly urges that this right be recognized for all displaced people in the Middle East, regardless of religion or nationality. In the case of the Middle East peace agreement currently being negotiated, the agreement should recognize this right for Palestinian refugees and exiles from territory located in what is now Israel or in what is likely to be a future state of Palestine. Recognition should accord with the following principles:
The right is held not only by those who fled a territory initially but also by their descendants, so long as they have maintained appropriate links with the relevant territory. The right persists even when sovereignty over the territory is contested or has changed hands. If a former home no longer exists or is occupied by an innocent third party, return should be permitted to the vicinity of the former home." HRW : Addendum : "As in the case of all displaced people, those unable to return to a former home because it is occupied or has been destroyed, or those who have lost property, are entitled to compensation. However, compensation is not a substitute for the right to return to the vicinity of a former home should that be one's choice."

In Consequence, American Native Peoples Are Entitled To The Universal Entitlement Of The Right To Return, Similar To The Jewish Peoples Claim Of Right To Return To The Palestine; And, Likewise Similar To The Arising Universal Claims Of The 300 - 400 Million Dispossessed Peoples Today Who Are Living In Refugees Camps Or, Who Have Fled Alien Hostile Occupation Of Their Lands.
King George III’s opinion about North American Indians can be inferred from the Royal Proclamation of 1763 (1) (2). This proclamation was issued after the French and Indian War and was designed to stabilize relations between the British Empire and Native American tribes.
The proclamation declared all lands west of the Appalachian Mountains off-limits to colonial settlers, reserving these lands for Native Americans (1) (2). This move was intended to prevent further conflicts between settlers and Native Americans and to protect Native American lands from encroachment (1) (2).
In essence, King George III recognized the importance of maintaining peaceful relations with Native American tribes and acknowledged their rights to their lands (1) (2). However, this also reflected a growing sense that British settlers and Native Americans could not coexist peacefully in the same territories (3).

HISTORICAL FOOTNOTE
George Washington had complex and evolving views on Native Americans. Early in his career, he recognized the importance of Native American alliances, stating that "Indians are the only match for Indians, and without them [on our side] we shall ever fight on unequal terms" (1).
As President, Washington emphasized a policy of justice and humanity towards Native Americans, declaring that "The Government of the United States are determined that their Administration of Indian Affairs shall be directed entirely by the great principles of Justice and humanity"2. However, his administration’s actions often fell short of these principles, leading to conflicts and displacement of Native tribes (2) (3).
Washington’s interactions with Native Americans were marked by both attempts at diplomacy and military confrontations, reflecting the broader tensions of his time (2) (3).
